NGURAH RAI AIRPORT - Liquids, Aerosols and Gels ( LAGs ) Regulation on International Passenger Flights

It has been announced that from 31 March 2007 the Indonesian Government would be introducing enhanced security measures to limit the amount of liquids, aerosols and gels (LAGs) that can be taken through an international screening point by people who are flying to or from Indonesia.

Implementation Date

• Effective from 00:01 hours LT, on 31 March 2007
• Flights departing Denpasar or departing to Denpasar after this time must comply
• Exceptions:
  • Flights departing for Denpasar prior to 00:01 WIT on 31 March 2007 but arrives in Denpasar after this date
  • Flights departing from Denpasar between 00:01 and 02:00 WIT on 31 March 2007

Container/Bag Dimensions

• Maximum container size of 100ml through an international screening point
• Any container larger than 100ml is not permitted even if partially full
• All 100ml containers presented for inspection must fit comfortably in a 1 litre transparent re-sealable plastic bag (30cm x 40cm)
• Limit of one plastic bag per customer

Screening Requirements

• The bag is to be presented to the screener for visual inspection and x-ray
• Persons passing through an international screening point will also be subject to random and continuous frisk searches (pat-downs)
• Passengers will be required to remove bulky coats or jackets and present them for screening before passing through the metal detector
• The enhanced security screening measures apply to all persons who enter the sterile area including airport staff, cabin and flight crew

Definition of Liquid, Aerosol and Gel

• Liquids, aerosols and gels include, but are not limited to: water and other drinks, soups, syrups, jams, stews, sauces and pastes;
  foods in sauces or containing a high liquid content; creams, lotions, cosmetics and oils; perfumes; sprays; gels including hair and shower gels; contents of pressurised containers, including shaving foam, other foam and deodorants; pastes including toothpaste; liquid-solid mixtures; mascara: lipsticks, lip gloss or lip balm; and any item of similar consistency at room temperature
• This list is not exhaustive and screeners will make a determination about which items are permitted to be taken through screening points
   

Screening Exceptions - Medicine and Medical Devices

• Prescription medicine and prescribed medical devices - recommended that passengers carry supporting documentation (ID cards, letters from Doctor)
• Prescription medication - recommended the name on the label of the prescription medication matches the name on the boarding pass
• Non prescription medication - a determination of reasonable amounts will be made - what is required for the length of the flight, possible delays and flight diversions
• Medicines may include the following:
  • essential prescribed medicines, including angina spray;
  • essential non-prescribed medicines, such as cough syrup;
  • children¡¦s medicines; insulin; clotting factor (for hemophiliacs) contact lens solution, where solutions minimum quantity exceeds 100ml;
  • inhaler (with spare canisters to be packed in checked baggage).
• Existing provisions for disability and medically related items still apply

Screening Exceptions - Baby Products

• Baby products required for the flight are exempt from the enhanced security screening restrictions
• Screeners to use their discretion to assess appropriate volumes
• Excessive amounts will not be permitted through the screening point
• Baby products include:
  baby milk, sterilized water, baby juice, baby food in liquid, gel or paste form and wet wipes

Frisk Searches

• Frisk searches are to be conducted in a random and continuous manner
• Screening authorities may elect to make these searches part of the explosive trace detection (ETD) process or separate it from the ETD process
• Frisk searches must be undertaken by a screener of the same sex and a passenger may request the search be done in a private room
• A person may refuse a frisk search however they will be refused access into the sterile area

Bulky Items

• Passengers will be required to remove bulky coats, jackets or baby carriage harnesses and present for x-ray screening
• A bulky coat or jacket includes, but is not limited to: overcoat, parka or other heavy coat does not include suit jackets

Duty Free Purchases

• For flights from Indonesia, passengers may take all liquids/aerosols/gels purchased or collected in the sterile area of an Indonesian international airport on board an aircraft, including duty free items, unless other jurisdictional measures apply e.g. US flights
